Telecommunications Carrier Group (TCG)
The Telecommunications Carrier Group (TCG) was formed in early 2004 to harmonize NEBS testing of telecommunications equipment throughout the industry. Since carriers require NEBS testing for their telecommunication network equipment, they realized it was critical to communicate their compliance concerns to the equipment suppliers and the independent test laboratories (ITLs).
Membership in the TCG is voluntary and remains open to all telecommunications service providers. Members participate in regular meetings to discuss topics of interest affecting compliance concerns of the respective carriers. Some of the accomplishments of the TCG include harmonization and publication of NEBS and fiber optic compliance checklists, and standardized reporting formats for these compliance tests.
The TCG continues to be a strong leader of the telecommunication testing and manufacturing industries by hosting the annual NEBS conference, holding regular meetings on fiber optic compliance, and most recently supporting an Energy Efficiency working group to develop metrics for energy consumption. The members of the TCG active in this program are working with the Alliance for Telecommunications Industry Solutions (ATIS) to apply these metrics in an energy rating formula, in order to compare operational costs between similar network products.

NEBS Compliance Clarification document (TPR 9305)
AT&T, Qwest, and Verizon, members of the Telecommunication Carrier Group (TCG), have created a Fiber Optic Component (FOC) compliance checklist. The attached TCG FOC checklist specifies each of the carriers FOC requirements and is intended to assist equipment suppliers and Independent Testing Laboratories (ITLs) by listing the FOC requirements of these carriers in one document.

In order to standardize the content and appearance of NEBS test reports, the TCG (Telecommunications Carrier Group) has created a series of templates to be used for all Verizon NEBS evaluations. The report template is a TCG controlled document intended to be used for generating test reports demonstrating compliance to Telcordia GR-63-CORE and GR-1089-CORE requirements. The reports generated with this template are required for Verizon or AT&T intended products, but the reports using the template are also accepted by Qwest. Verizon also recommends that test plans be formatted using the TCG report document. Using the report template as the test plan document will expedite submission of the final report once the testing is completed. Verizon will issue bulletins to the Verizon certified ITLs when any modifications are made to the template, but it is up to the author to assure that the latest template is used. This latest copy of the template contains the latest changes from Issue 3 of GR-63-CORE and Issue 4 of GR-1089-CORE. All standard report templates have been combined into a single zip file and can be downloaded by clicking on the link below. Instructions for the use of the templates are also included.
